Outlook: Save an Event as a Draft on Android

You can save a meeting as a draft on your calendar if you aren't ready to send the meeting invites. When composing an event with at least one attendee added, select dismiss and then select Save as a Draft. The draft event will show on your calendar as [Draft] along with the title of the event.
